Debuging my E682 assembly - One cluster stuck on

I've assembled a pair of E682 controllers. One is working perfectly. Second unit is working except for cluster 1.
I'm testing with 2811 pixel strings (1804 F) and believe its not operator error as I have a duplicate board configured the same way that is functioning correctly.

For Cluster 1, all 4 connectors will light my pixel string completely white after bootup. As soon as the green LED blinks twice, the strings go bright white. The other 3 clusters are controllable (fully functional) with xlights during testing.

I've inspected the solder joints for things I can tell are associated with that cluster and don't see any opens, bridges, etc. This includes IC-9 (74HCT158), IC 5 (74HC541), C9, RN 1-2, RN 3-4, and the Parallax IC. I exchanged the 74HC541 from IC5 and IC8 and the problem stays with cluster 1 and doesn't move to cluster 4. I haven't swapped the 74HC158 between IC9 and IC12 yet as I worried I would cause more risk than I would solve with my soldering skills. Any other debug suggestions? I don't have access to a scope or logic analyzer, only a multimeter. Next try for me was the IC9 and IC12 swap, but I thought I would ask here first.
